If you live in a planned neighborhood such as a subdivision, then you need to look into the covenants of the community. They may have certain standards for living acting within the community. If they are breaking these rules, then the neighborhood association may take some actions if a grievance is filed.
If you don't live in a planned neighborhood with such covenants, things may be harder to change. Unless they are doing something illegal, or something that impedes your rights, they are not required to make any changes.
First and foremost though, go talk to your neighbor. In a functioning neighbor hood, the people living around you should be looking out for the common good. Talk to them and let them know where some of your frustrations stem from. Who knows, they may not even realize their actions annoy you and would be willing to change. Good luck on your situation.

Noise annoying is tough to compete with. Their outside barbecues won't be noise-proof. And if they're leaving their windows open, you're going to have to close yours just to filter some of it out.
Encroaching onto your property is an entirely different problem. Parking in your area can be cured with some strategic watering - nothing like an automatic sprinkler right thru the car window or mowing clippings blowing on a shiny, clean car.
Tread lightly, no matter the situation. Moving isn't an option, and they are probably not going anywhere. If you have asked them to turn the noise down and they don't, try mowing your grass really early (6:30am) but warn your other neighbors, allowing your dog to bark incessantly at them, turning up your own radio while you garden. Definitely get some input from your other neighbors...
Ignore them back. My neighbors play music till late in the night so I removed my muffler from my weed eater and I use it early on Saturday mornings. Paybacks are H-E-L-L but can be fun
