Answers:
It really depends on what you expect from your garden. High shrubs, with or without flowers, what colour flowers, at what time of the year, leaves all year round, what colour leaves? etc. Lawn or ground cover, paving or pebbles? Water feature? Is your garden facing south (warm) or north (cooler), is it big or just a patch? Creepers? Fruit trees? Wow! I could go on and on. First pick out a few of your favourites. Take a look in the neighbouring gardens to see what thrives in your area, and go up to them and ask what plant is that? Get a few catalogues from seed companies and see what you like. Then start planning where big and where small plants go. Do you prefer a natural garden with indigenous plants, or do you want something Mediterranean. And also take into consideration how much care each plant needs. Usually a fast grower needs pruning or it will go out of control. I learnt my gardening from reading gardening magazines, and borrowing books from the local library. And after a lot of trial and error, I discovered I liked the natural garden look, and even won a first prize for natural gardens in the small garden category.

just trial and error why not grow your own veg
Assuming you have an empty garden to design: decide where you want your pathways to be, i.e: one leading to the sitting area, one to the shed or greenhouse or rubbish bins, or just to the end of the garden. Decide whether you want a lawn or flagged area or decking to sit out on. When you've done that you'll see where your flower beds will fit in. Choose one or two 'architectural' plants like an acacia tree or a stand of bamboo' Don't try to get it all done this summer because later you'll know where you need a bit of privacy or something special to look at and the autumn is the best time for planting trees, bushes, roses etc. If you need colour in the meantime buy some easy annuals like marigolds, nasturtiums, sweet peas etc, which will cost you only a pound or two for seeds. Your local library has lots of books on the subject.
If your garden is already established wait and see what comes up during the summer before you start buying new plants. Good luck.
Go on the bbc website and into the gardening bit, they show you how to plan a garden. Good luck.
One of the best tips for someone who just bought a new house is to do "nothing" no gardening whatsoever in the first year. Just spend a year seeing what plantings come out throughout the different seasons. There could be things already in the ground. You should also see the various directions-east, west, north, and south sides of the house, along with the shady, partial shade, and full sun areas of the house. In the meantime, buy some books on basic gardening, or gardening 101. That will help you learn more about various plantings, annuals, bi-annuals, perennials, and about gardening.

Once you've had a year of observation, you'll be in a better position to know what is there, what you can add, what you like, how to plant, where to plant, etc.
