Off. Covers are great for warming up water in the spring, or keeping it warm in the fall, but covering a pool in mid-summer can encourage algal growth. Additionally, chlorine slowly eats away at the plastic of the cover, so it's best to keep it off anytime you've got high concentrations. Good luck!
