Some people say Marigolds will do the trick - but they only bloom in summer and early fall. I would use a commercial mosquito repellent on the yard. Mosquitos are just too dangerous to fool around with these days.
By the way, dead Starlings (little black birds with yellow beaks and feet) are a sign that West Nile virus may be in your area. Never mess with a dead bird and report any significant finds to your local Health Department.

The only plant that I have heard to repel mosquitoes is the neem tree. They use the oil for a body mosquito repeller. The oil is also sold in garden supply stores to spray on your bug eaten plants. It is safe for fruit trees.
You can also make "mosquito traps" to put around your house. Get a few big pots, add water plants and put in a few mosquito fish. If that is the most convenient water source, the female mosquitoes will lay eggs there. The mosquito fish will take care of the rest.

If you want to stick with organics, something that has neem oil, cedar oil, rosemary oil or clove oil should work just fine.
Unsure about plants but when you are outside put a couple sheets of FABREEZE on your clothes. Mosquitoes hate the smell and will stay.
there is a geranium plant called citronella, it will do the trick.
i live in texas and there is a cintronella plant (what they use to make the outdoor candles with to repel mosquitoes, but i had a heck of a time keeping it alive, burns up way to easlily.
