That is something I would like to know.
I would discreetly trim it a little at a time over months, maybe even a couple years if big changers are needed until it is where I want it to be.
you need to contact the person who owns the land with the tree and ask them to to something about it. if they refuse or dont comply on a number of occasions call a lawyer for legal advise. but they should take responsibility for this and you may be entitled to compensation if they fail to act. do not do anything to the tree without permission.
It is a criminal offence to trim trees that are protected - you need to contact your local planning dept. to make an application to remove the overhanging branches.
If the tree in question is on private land or not. If it overhangs your garden you can cut down the offending branches but do not damage the tree by hacking at it. the owner can do nothing about it.
Protected trees are generally a city-by-city matter. Your planning and zoning commision (or similar body) will presumably have something that deals with protected trees. They should also have provisions in the regulations for dealing with diseased trees, so talk with them and see what you can and can't do.
By protected I assume that the trees have TPO's. If this is the case you cannot touch them without the consent of the Council. Given that you could only apply to prune the parts of the trees that overhang your property (which would leave the trees irregularly shaped) it is unlikely that you would get permission. Sorry to say that you may have to live with it.
