Should I plant new rose bushes to replace the ones my mom accidentally burned down?

Sure you should and it would be a great idea to plant them where the roses were burnt. The ashes would provide good nutrients.
If they were established bushes (over 2 years old) they will probably come back. Established shrubs recover from heavy pruning, (to the ground) fairly quickly. If they survived the fire, they should be 2 feet tall in about a month.

Give them 2 weeks. Water with miracle grow and see what happens.
