What is the best way to kill a palm tree without cutting it down?

cut the tap root at the base of the tree

Why are you going to kill it if you don't plan on cutting it down?
You can girdle it, remove a 2" wide strip of bark all around the trunk. Then you will have a dangerous standing dead tree that will eventually topple over onto you, someone else or your house.
(And totally illegal to do to someone else's tree)
