I have a young birch tree that was replanted and is dying, how can i save it?

My guess is that when you dug your tree up to move it, you disturbed and destoyed several of the feeder roots. Those roots are vital to delivering water to your tree. Buy some root stimulator to help boost the growth of new feeder roots.
Another thing to check is the depth at which you replanted it. It you planted it as much as 1/4" deeper than it was planted before, it could exhibit the same characteristics you described. Trees are very shallow rooted and benefit from being planted too shallow rather than too deep. Check your depth and lift up if needed.
It also wouldn't hurt to trim some of the branches back. You have to remember that since you have moved it, now it has to work on re-establishing a root system, keeping itself watered AND growing. It may just simply be in a state of shock from the overload it is trying to handle - there again, the root stimulator will help. Good Luck!
It all depends on your type of soil.
Best suggestion is put some peat moss around the base of the tree. Don't overwater, but make sure it has enough to be hydrated.
