Illegal Fence on public property?
Question:A man who lives near my parents has erected a new fence on the side of his garden at least 4ft onto the grass boundary of the public pathway. He lives in Halesowen, in the West Midlands, Birmingham. Where can I get the contact number to report this?>

to find your local CAB.
Not sure why it is your concern or why you feel the need to "report" him. He may have gone through a permit process or even actually owns the area in question and legally can fence in his area without needing permission. May not even be within the town's jurisdiction.
Again--why is it any of your business, you said it was "near" your parents, not next to them or causing them problems.
