Help,half of my tuberous beautiful flower was broken off in the wind. Can I restart the broken off part.?

Wind has been known to do damage to flowers, so unless you can find some type of way to secure them from the wind like in cages or something to support them and keep them standing, expect natures way of handeling things that are not so unexpected when gardening.
