I have got 2 ballerina cherry Stella trees how high do they grow and when can they be pruned?

Many Stella are sold grafted on a dwarfing root stock. I would be surprised if they will get to more than 10 ft, if that, perhaps 6ft..
Prune when dormant ie in the winter, summer pruning causes sap bleeding and possible infection.
You do not need to consult your local Council unless you live in a Conservation Area and even then fruit trees are usually exempt, and anyway the Council has much better things to do than to worry about simple routine fruit tree pruning.
I would just prune out weak and crossing branches and topping any which are growing too tall for you. Try to keep the centre open for air circulatioon and, if you can, try to collect all the leaves when they have fallen off and put them somewhere else because they may hold various bugs and virus things.
You want the frosts to get at the ground and tree branches.
A general fertiliser applied in late winter/ early spring on the ground round the tree will help it along.
[I am assuming they are planted in the ground, not in pots on the patio]

The Stella cherry is self-fruitful - no pollenizer needed. It has a large, nearly black, richly flavored sweet cherry. Similar to its parent, Lambert. Expect a later harvest with the Stella cherry. It will pollinate with the Bing cherry tree, except in mild winter climates. The flesh is also black in color.
It is an excellent cherry for fresh eating. It is also resistant to cracking. Tree bears at a young age. Tree eventually reaches 15 to 16 feet tall, but can be kept at around 10 feet. Watch for birds.
