I don't live in the bay area but I can get that stuff from a company that bags and sells decorative bark and mulch. I also can order it from a nursery. It is ground red lava rock crushed into sand. Hope this helps your search.
Call the local gravel supplier & they may be able to help you. Ask for brick dust.
Call the Dept. of parks and Recreation. I'm sure they know since they have to buy it.
