Yes.Remove pips from Lemon. Rinse and dry.Place in fridge for at least a week. Then......
Fill the pot to within 1.5 centimeters of the top with compost.
Add the lemon pips (always do more than a single pip) to the pot.
Cover to the top of the pots with compost and firm down.
Water it carefully ensuring the compost is soaked.
Put a clear plastic bag over the top of the pot and secure it with an elastic band.
Place in a warm sunlit position (a window ledge would be ideal).
Keep the compost moist but not soaked.
When the lemon pip shoot appears remove the plastic bag.
Transplant it to a larger pot when necessary.
By placing them in the fridge to cool,once planted and placed in a warm environment, they germinate quicker!!
Just plant the pip. You will get a lemon tree. If it fruits is another matter. You must not let them be out in cold temperatures. Take inside for the winter.Hope you strike lucky

I have grown lemon plants from pips and they make quite attractive plants however they are unlikely to fruit (or flower) which is unfortunate as the white flowers are very attractive and fragrant.
The lemon trees which you buy at garden centres are normally grafts onto a poncirus trifoliata rootstock which help to keep the plant small and aids fruit and flower production.
