Yes you can split them, they may not bloom again this season, but they will next year. I use to work for a day lily farm, the way we did it was before we dug we made a few buckets of water and Epsom salt, this helps the plant retain moisture and it does not stress as bad when you just dig and plant. Use about a tablespoon per gallon let it sit until the next day, then plant in prepare holes with some time release fertilizer added to the soil, read directions as to how much fert. to use per plant., water and cover with mulch[not to much mulch] keep your soil moist until you see new growth coming on the plant then back off the water, this means the plant has grown new roots and is establishing itself to the new ground. Yes they can. It needs to be done in the fall after the flowers have gone. Dig up the plant with good sized root ball. Separate gently leaving the tubers in good shape with little damage. Plant deep enough to cover tubers.

You can divide them easily with a shovel and replant them just about anytime. Just remember to keep them watered until they can adjust to their new home.

I would wait until fall when it is not so hot. This can put a lot of stress on the plants. Most perennials can be divided every few years.
