My palm trees branches are turning brown and drooping.?

Question:should I cut them off?

Answers:
Without seeing your palm I will assume this is probably the normal dying off of the old leaves. You can cut them off if you wish. It will make your palm look better if you do. :)

I suggest to let the branches fall off naturally or once they get entirely brown pull then off. I don't suggest cutting them away, but you can. That tree will just re-grow.

Ther is a product called Milogrite, an organic fertilizer, out of Wisconsin that you can apply to the trunk of of the tree. Just dig a slight ditch in the ground around the tree's body and place some of the Milogrite in it. Cover with dirt and saturate with water.

When I plant flowers and trees i apply Milogrite within the soil. it continues to feed for the life of the tree.

Good Luck!
if they are growing new ones then maybe the ones that are turning brown are just dying off. i imagine your in the south or west which is probably dry so make sure they get water
