I had (have) this problem too.for best results with peppers you need to wait until they start to flower before you plant them out in their final positions. Also, feed them well and remove the first few blooms that form until the plant is taller. That way you'll get a taller plant with flowers that don't hit the ground.
put some fertilizer or liquid plant food around the pepper plants Keep the weeds & grass out and keep the soil loose.
Water well.
If you use a liquid plant [15-30- 15 ] food or a liquid fertilize [ 8-8-8 ]with the garden hose that is connected to a faucet, then you can water & fertilize the garden at the same time & your plants will grow beautifuly
When you see your plant drooping; give it some water.
I would be careful not to over-fertilize peppers. If you do, you'll end up with a big, bushy plant with no fruit. Here's a tip: spray the leaves with a solution of epsom salt, about one teaspoon per quart of water. Peppers love it. Also, keep them mulched. That will keep the soil hot and moist.
