Just wondering is there a logical reason to only water vegetable's in the or morning and not in direct sun?

Water evaporates in the sun. Also water sitting on the leaves could make them burn. Watering in the morning also gives time for the roots to absorb water opposed to watering them at night. If the roots sit in water you can get "root rot"

If you water at night, the foliage will stay wet all night, which encourages the growth of fungal diseases and mildew on the plants, which will weaken and kill them.

However, you could get a soaker hose and lay it at the base of the plants. That way they get water at their roots, and the foliage will not get wet at all. It's much more water efficient too. Then you can water whenever you want to. (A soaker hose is a hose with little holes all down its length, so the water can seep out into the ground wherever it lies.)
It is always a good idea to try to water the soil, and not the plant. They prefer to be dry!
The reason you should water your vegies in the early moning or late at night is because if you add cold water to a very warm plant you can actually shock the plant, it will cause it to wilt, watering at the times i said above is when the air temp is cooler.
