WITH PROPER RACKS
If you wrap the pot with duct tape you can drape them over the outer rim of the balcony.
why are you increasing the numbers pf pots?? are you getting more plants?
You can grow a lot of flowers and vegetables on your balcony, but do consider the weight. It is possible to overload the balcony if you create dense garden beds with boxes and fill them with top soil. But if you are planting in pots and use lightweight soilless mix, weight is much less likely to be a problem. Besides, the plants will grow better in such a lightweight growing medium. For a good recipe for a soilless mix for container growing, check Ed Smith's book, Container Gardening. Good luck, and enjoy your garden!
