Best time is fall. Early enough to start growing before it goes dormant for winter.
The following spring you will be amazed at the results. Spring works very well also but when hot summer hits, if it is not well taken yet it will stunt it's growth until fall. With enough water anytime(but winter) will work.

FALL always fall,, areate fetalize and seed in the fall when days are upper 60's and nights are low 50's. dont fertalize at the same time unless you use a starter fertalizer. Keep seed moist. You can seed in spring but the tender new grass may have a hard time when it gets hot and dry. Seed has a better chance at going winter dormant if it is young than surviving the summer
The best time to seed is in the fall! The seeds lie dormant during the winter and come up first thing in the spring when the weather is perfect for growing! You can also do this in the spring but summer may arrive early and heat and draught may kill tender seedlings, refer to the seed package directions for further advice.
