It is recommended to water in early morning. This eliminates burning and evaporation that occurs at high sun, and eliminates mold and mildew problems that occur at sundown.
Morning around 430-5am Water every other day unless you want a big water bill and lots of green grass

Water everything in the evening right before the sun goes down so you are not wasting water thru evaporation and you won't burn any delicate plants being wet with direct sunlight. Unless you have a newly planted lawn, and considering your climate..water it twice a week. Water everything else every other day if it's not raining. Personally i never water my lawn...just the flowers and garden...Man...I cut it enough already.
