Answers:
Grass can be grown on sandy soils but there is significantly more maintanance. Another issue is the need to be more carefull in selecting fertilizers and pesticides due to the movement of these products through a course, sandy soil.
To improve your chances of success, I suggest that you ammend your soil with compost before you try to seed again. Compost does many benefitial things that sand lacks like helping to retaining moisture, retaining nutrients and increasing soil microbe activity. Moisture retention will help greatly with seed germination. Here is one of the best articles I've even seen on compost from Pennsylvania State Univeristy: http://turfgrassmanagement.psu.edu/compo...
In terms of grass type, you need to use a drought tolerant grass. Turf type Tall fescues just might be the best choice for your site and climate. If you have a lot of shade, you may consider the fine fescues as they tolerate more shade and are also drought tolerant.
There is no magic bullet in tearms of a grass seed type that will germinate best on sandy soils. You will need to keep what ever seed you select moist. If you can, setup sprinklers and use one of the economical battery operated hose controllers to program multiple short watering times throughout the day. Hydroseeding may also help on course, sandy soils. Hydroseeding is grass seed sprayed on with a hydromulch that helps to retain moisture and improve germination rates. Sandy soils usually have low fertility, so use a good starter fertilzer.
Go to www.patchperfect.com they say thier grass seed will grow on concrete
Patch perfect will only grow on cement for a little while then it dies. I don't have a seed suggestion but I know lawns on sand need about twice as much water as lawns on regular soil.
I have a sandy yard, and I used some kind of Scott' s brand seeds that grew in fine. Just be sure to keep them watered until they germinate. Also, It may help to rake some compost into the sand (I didn't do this though).
If you cannot beat it - join it. Invest in Cactus, and a rock garden. This is if it is warm enough year round.
