Where did you hear that? I've never heard that saying b4 and can only guess what it means.
It is actually rather litteral. snakes hide in the tall grass, if its cut short--- you see them.

Metaphorically speaking-- it is telling you to look beneath the surface to find what could possibly be the venomous things that lay beneath.

It means when all is exposed, the true motives will show.
For example, someone is backstabbing you at work to get ahead, and when the boss finds out the truth they know who the real culprit is.

Now, back to the question, if you don't want to be bothered by snakes then watch you back.
Because just like mine sooner or later you will see them.
it means that your grasser is shorter allowing the snakes to be seen.
Someone thinks that a persons grass is high enough for snakes to hide in.The shorter the grass the easier to see snakes.
