Answers:
Web worms are a insect that occurs in fall in North America. Tent caterpillars are a spring & summer insect that infest fruit trees (Crabapples, ornamental pears, etc.). More than likely you have tent catepillars. The simplest way to control them is to remove and destroy the larvae and their nests by stripping or pruning them from branches. Evening and early morning are the best times to prune or spray because tent caterpillars tend to congregate in their nests at night. When tent caterpillars are numerous or hard to reach, chemical controls are recommended. Products which contain methoxychlor, carbaryl (Sevin), permethrin (Eight) and resmethrin are registered for control of tent caterpillars.
Here is a great article that discusses both Eastern Tent caterpillar and Fall Webworm and their control: http://www.uwex.edu/ces/wihort/gardenfac...

webworms are indeed a problem to control because they are out of reach with most hose end sprayers. Power sprayers can be rented at most rental stores. All chemicals tend to work within the first 4 hours and I would recommend a spray that is systemic like Isotox by ortho. It will protect the leaves by getting into the veins of the plant and protecting from within. However, more applications may have to be made at regular intervals to control this nuisance.
try soap and water. a spray bottle a few drops of dish soap and water. it works for most bugs. without using chemicals.
