How do I develop a drainage plan for my newly built resident house?

This is something that should have been done by the builder, prior to any sort of construction commencing! If the property cannot drain properly, you are likely to lose your entire house. How is it you were able to build without coming up with a drainage plan first?

A proper drainage plan needs to be developed by an engineer. Call a local surveying company, and ask them to refer a good engineer for such purposes!

If you are speaking of a sprinkler system ... that is entirely different. You should still consult an irrigation company, though, to properly develop a sprinkler system!
