From seed but remember they are biannual (they flower in there second year)
Foxglove are started from seed. Directly sow seeds into your flower garden after all danger of frost. Or, broadcast them into fields to grow as a wildflower. When grown in the garden, cover lightly with 1/8" of garden soil. Final spacing should be 24".
Grow Foxglove in full sun to partial shade. They grow best in cool weather areas. Plant in rich to average soils. With lots of moisture and fertilizer, they will grow quickly to a height of 2 to 5 feet, depending upon the variety. Water them during dry periods, once or twice per week. Adding a general purpose fertilizer once a month will result in bigger plants and blooms.
Please remember Digitalis (Foxgloves) are poisonous. Beware animals/children...
throw the seeds randomly where you want them to grow or look in this site

You dont need to. All you need to do is plant the seeds. Dont eat the seeds though they are toxic.
Collect the seeds after flowering. Make sure the seed capsuales have dried and are brown. You should get hundreds per flower stalk. Then just scatter where you want them to grow. They are bi-flowering, so you will have to wait until the second year for them to flower
As other people have said they grow easily from seed. However if you want to place your plants more carefully sow the seeds in a seed tray and plant them on into pots once they are an inch or so high. When they are 3-4 inches plant them out where you want them.
