What kind of seed are you talking about?
Seeds generally germinate themselves, although very hard seeds like okra and carrots can be soaked overnight to soften them up so they germinate (and sprout) faster.
Do you mean to just take it out of the package and place it in the ground? If so, the answer is yes. You have to prep the soil first, and keep the ground wet until it germinates. It also depends on what zone you are in as to when you can plant. Good luck
Yes you can. Get your soil ready first, nice soft tilled planting bed. Read the instructions on the seed packet and follow it. It's pretty simple.
Of course you can. Plant the seed at the same depth that the seed is large. Usually right around 1/16th of an inch or so. Firm it into the soil and then water. That is all it takes. Probably a little late to start plants from seeds but hey, go ahead and just put that seed in the soil. It will grow all it needs is sun light, water and tender loving care. Have fun sowing those seeds.
Naturally, if you put a seed in soil w/ nutrients, it'll grow, but germination kinda helps it out. It needs that special process, germination, in order to give it a jump start for it to start sprouting. A controlled germination will give, whatever plant, a better chance at growth.
Here are a few ways to germinate:
I put my papertowel/seed sandwich between two ceramic plate and put it over a warm lightbulb, or over the vents on the back of my computer monitor. In either way, my plates are slightly warm to the touch. I also air out the seeds every day but opening up the papertowels.
OR
Once I've hand picked the best looking seeds, i soak them in pure spring water for about 24 hours. Then I get two pieces of paper towel. I place the seeds inbetween the paper towel and place this in a plastic, microwaveable container with a lid. I then pour spring water over top; cover them and then put the top on and put them in a place no cooler than 70 degrees.
There are other ways, but as long as you keep the seeds moist and warm and let them take in some oxygen, they should germinate quite well.

I don't know what the soil is like over there, but over here I think they already put the germs in the soil before you get it.
