You can use drylock. Available in the paint department at Lowes/Home Depot.
There are also epoxy resin coatings, but quite a bit more expensive and really requires a professional waterproofing company.
Bricks and mortar are naturally porous so you have to consider your design. Its best to build your fountain in a way that most leakage will be channeled back into the main water retaining area. Several companies are manufacturing a rubberized or elastomeric "Block Sealer" paint type product that when applied properly does wonders. There are also plastic liners both flexible and rigid that could be of help. The sheet type works best with "free style" design and many of your water feature suppliers can help you with the best materials for your particular situation. If you want water critters make sure your materials are non toxic. Pool manufacturers use Gunnite, perhaps a coating of this may be in order but get with a pro firsthand before you do too much more.
Drylok!! Do not use any elastomeric or rubber coatings. These products are hard to find and harder to work with. Drylok comes in a latex base and will dry in a few hours for the next coat. www.ugl.com/drylok/...

you can cover it with a plastic liner and fill in the sides with rock to hide the liner.
