You can buy weed barrier at the garden store. But my favorite is newspaper.
just use a mulch called Gorillia Hair, this will just about keep your weeds from coming thru

The cloth works, but weeds may still make it through, for the cost I don't personally feel it's worth it. If you use mulch DEEP ENOUGH, it will do just fine without the weed fabric. Keep a bottle of Round Up on hand. You'll be fine. Been there.

Put a few layers of newspaper down and soak them. Then put some new dirt that is weed and gress free on top plant your plants on it without piercing the newspapers. Then put down your mulch. Garden will be weed and gress free for 3-4 years! Its cheap, nearly free, no chemicles, and recycles at the same time.
If you are using drip irrigation to water the plants, you will be applying water only to the root zone, so I would use black plastic to prevent weeds.
If you are not using drip irrigation, you will need to use something that allows water through but not weeds (weed barrier). You can find rolls at the local Lowes, Home Depot, Walmart, or garden center.
You can also use a chemical killer. Be careful or you may also kill your plants.
If you till the soil or pull all of the weeds before planting and mulching, that will remove weeds. If you put a thick layer of mulch down (4-6") that will control weeks.
"Preen" is the best.but I know, from experience, that a good layer of mulch every year will keep weeds at bay. It will cost a bit more to get started, but once you get a good layer going, you should have no problem. Also, remember, " the best fertilizer for a garden is the farmers shadow"...think about it. good luck
