I water everyday and spray fertilizer hooked up to a hose until gone. They like sun, so prune overhanging branches.
once the tomatoes have started to ripen, you can make this happen quicker by putting banana skins underneath them.
My all-time favorite fertilizer is EB Stone's Organic Tomato and Vegetable food. It's great stuff (and you won't be pumping your hard-earned homegrown veggies full of chemicals!), helps keep the plants healthy and productive. In California it's available in most nurseries, and I've found it in a few larger stores as well. Good luck!
Try some GOOD QUALITY potting soil. It will time-release water and nutrients to your plants. You can check http://www.1800topsoil.com to see if they have a local landscaper who sells the stuff
buy the vitamins to feed the plants and make sure your soil is fertilized.

An amusing old wive's tale, but it seems to work . . . . . . place red plastic under the tomato plant. The theory is the tomato try to compete for redder color. More likely the red plastic reflects far red light, which helps plants grow better.
