Basically build a frame to contain your soil on top of the existing level. You can use railway sleepers, broken flags, old bricks, wood, anything that will hold the soil back for awhile. You don't want the structure crumbling away in the first season. During the building up process, leave very small gaps to allow for drainage, otherwise you could end up flooding your new terrace.
