I bought a healthy 3ft Russian vine in June 2006--It is very healthy looking this summer but has never?
Question:had any flowers on it ever.Can you tell me what the problem may be.? Thankyou.

It could be that your climate is not what the vine is looking for to flower. The vine may need more humidity or less than where you live.

Some vining plants take several years growth before they will flower. Wisteria is one example of this. I'm not sure what a Russian vine is actually. Russian sage I know, but have never heard of a Russian vine. You may need to feed the plant as generally the better-fed plants will flower more. You can use a natural fertilizer from composted material or fish emulsion, or you can buy a commercially produced fertilizer.
You don't say where you live but Russian vine (Fallopia baldschaunicum, common name Mile a Minute ) is rampant. It will grow in sun or shade, does better in shade. Make sure it receives enough water. A feed with potash - proprietary Sulphate of Potash- potassium Sulphate will help with flowering.
