Real name of 'Fairy Bug' ?

Question:I'm trying to find information about what I call a fairy bug.They are little tiny bugs that look like a puff of dandelion fluff in the air.But if you look at them close,they are a little white bug with white furry wings.Anyone know what I'm talking about and where I can find info on them??
