Try to flush the area with water and treat it with pelletized gypsum (sold at most hardware/garden shops) by sprinkling at a rate of 1/2 to 1 cup per square foot and then water it in.
Gypsum is comprised of Calcium sulfate and the calcium will displace the sodium salts (found in urine). The sodium is then flushed down and out of the rootzone. This treatment will help your lawn recover faster and restore your lawn to its natural state at a faster rate than without using any treatment.

i'm a little puzzled of how dog urine stained your grass. but its grass so it doesn't matter right?! :]
you need to water water water right after the dog goes potty to saturate the acidity in the dog's urine ..
2 tbsp of tomato juice in the dog food
you use a motion detector to start the sprinklers when dogs come around.
i'll bet that stores have something you can spray that dogs don't like the smell of.
or, you could post a sign asking dog owners to not have their dogs urinate on the lawn, because it turns the grass brown.
the worst part is, that when one dog does, then the next one has to, to mark the territory also. so when it starts, it gets worse fairly quickly.

I fill the little holes with top soil, then reseed and water. With 3 80 lb dogs, i go through about 25 bags of soil a year. Doesn't need to be a very time consuming chore.
