When is it ok to remove bloom stalks from hostas after flowers have died?

Anytime. In fact I cut mine off as soon as I see them. I am not particularly impressed with the flowers, so I cut them off.
After they bloom is OK. If they are not the fragrant kind you can remove them before they bloom.
Some folks, like me, grow Hosta for the foliage and dislike the flowers. Mine are clipped off as soon as I see the stalk.
You can cut off the bloom stalks at any time and not have to worry about stressing the plant. Some Gardner's don't care for the flowers so they cut them off as they first start to grow.

If you leave them on all winter they give the birds a place to sit and give you a reminder as to where your hosta plants are.

I personally like the look of my hosta without the stalks.
