Answers:
What you have found is one of many species of predatory wasps. The most widely known are the cicada killers which look somewhat similar to what you are describing or as some have remarked to me "They look like a yellow jacket on steroids". All of the predatory wasps, some of which nest in the ground, will find other living insects to feed on.. Typically they lay their eggs in the ground and then deposit the still living, but paralysed bodies of their prey into the brood chamber. When the young larvae hatch they will feed upon the prey insect , finish their development, and emerge from the ground to re-start the cycle.
