Amy,
First of all, have the flower buds opened if they have and the flowers have gone brown and small chilli's or peppers are growing then don't panic.
Peppers do grow outside but they need a very sunny and sheltered position and are really a greenhouse fruit so placing them in the vivarium with the sun lamp will help though to tell the truth natural light is best for them.
On your balcony it may well be too open and exposed and the best way if you have no greenhouse is place the plants on a sunny windowsill and move the plants a quarter of a turn every two or three days so they don't lean towards the light. This works especially if you are growing chilli's, as they make great houseplants for kitchen windowsills.
If you do have peppers and chilli's growing then now your fruit has set and formed feed every 7-10 days with a tomato feed to enhance the growth of your crop and pick once the fruit is big enough for use.
Hope this helps,
Jason

not helping you in advice, but I love peppers! I eat the crap outta them, esp. jalapenos. grow some of them. jalapenos are in just about everything i eat. anyway, the flowers are prolly turning brown b/c the pepper is so hot its killing them. j/k
HUM... Doesn't sound good.

If the flowers dropped, it means you don't have pollinators. You need bees around or grab a Q-tip and help Mother Nature a little...

The other thing is the light. While vivarium light is barely enough to keep a lizard basking, it isn't even close to what a plant needs to produce fruit. You'd need halide lights.

What I recommend is to look into home hydroponic systems. The Aerogrow is a neat little gadget that lets you grow stuff indoors.
Besides the pollination issue, you may also want to look at the amount of water you are giving your plants. If they are too wet, you could get flower rot. Also the light issue does need to be fixed.

I have grown peppers on a balcony in the past, but they only did well when they were only moderately moist, and had several hours of bright light a day. Otherwise they will get flower rot and have other issues. Peppers are normally use to dry, sunny climates.

Good luck. I hope they will produce for you.

Peppers like it hot with lots of sun. They also need to be pollinated so if you have no bees, chances are you wont have peppers.
There should be little green buds under the dead flowers, which will form into the peppers. They need a very sunny, hot situation. I've grown them on my balcony in the past, but this is a cool, rainy summer.
Alot of good answers here..but please let me inform you of something I didn't see...PEPPERS WILL CROSS POLLINATE... if you have any type of sweet peppers, bell, banana etc..they will be as hot as your hottest pepper grown within 25 feet of each other.

Plant hot and sweet peppers in separate areas to avoid cross-pollination. Pick peppers regularly for increased yields.

The link above is a mail order catalog thing..but under each pepper it also tells you to plant sweet and uot peppers seperately
i also live in the u.k.and people used to tell me that you can,t grow peppers here but i get very good crops of sweet bell peppers chili peppers aubergines even butternut squash and i live in the north east where the weather is crap all my seeds come from veg we have bought from asda then i make her save all the seeds after we have eaten the veg so i know what mine is if you have any seed left that you want to grow i buy polystyrene cups very cheaply fill them with compost from asda again £1.30 for what looks like a grow bag oh and put a hole in the bottom of your cups first then cover with a clear plastic bag and after watering stand them on your windowledge and you have an instant propergator, now the hard part is you mixed up the seeds so grow them two at a time and when they shoot nin about a fortnight plant them indevidually in larger pots but this time i,m afraid iyou won,t be able to tell what they are untill they actually fruit i have a variety of peppers that all look the same untill they grow let me know how you get on in any case youll be able to see what you,ve got soon good luck
