Can someone please help explain how to plant a vegatable garden from start to end?

I suggest you go to the local library and check out a book about the subject.
Also, any gardening store or plant nursery would have books on the subject.
Turn (till) the soil, add compost or other organic matter to it if the soil is poor. Plunk down seeds. Surface water daily. As the seeds sprout, watering can be reduced to 3-4 times per week, deep watering. Watch for pests, weed as needed, harvest as they vegies mature.

Go to your local garden center. They have books, seeds, plants and experts to help you. Better hiurry, though. It's getting rather late to start.
