What can I do to stop the neighborhood ducks from eating my flowers without using a fence?

Orange peals! It doesn't take much, but it is not a fix you can just do once and your done. Cut up the peals to thin slivers and put them where ever you don't want ducks. This is something you would have to do about once every week to ten days depending on climate.

Dogs don't seem to care, but cats hate this smell as much as ducks (weird, I know).

Ducks will require some sort of deterrent. I'm not sure how much luck you'll have without some sort of fencing.
I know bugs don't like soap, so maybe ducks don't either. spray with soapy water (the plants, not the ducks) aw spray the ducks too!

You can try puting some plastic owls up around the plant areas. Some of the new ones have heads which turn in the wind. You will probably find this to do the trick.
