Poor groundhog! Just shoot him, that would be kinder than poisoning.
I heard that dry ice works well for the underground rodents...the co2 fills the holes underground and gasses them.
Try lead poisoning. Administer 8-12 grams of lead directly to its bloodstream by high-power remote injection.

Can't you just put chicken wire cages around your veggies? He'll leave on his own after a few attempts, for gawd's sake...
landscaping stores have posions that are for groundhogs . or you can just sit wait and shoot it .
They have groundhog killer at your local home depot or sumtin like that, you hoe a line all the way around your veggies, then place the killer in there, when he passes the line, he will eat that instead!
Don't poison him. Instead, spray the area around your veggies with a very inexpensive substance called "No go." It works for cats. A similar substance is called "Boundary," and it also works. Check at your local pet store. They have all kinds of products to deter small creatures from coming into your garden.
