How does one humanly deter woodchucks?
Question:Have a small garden---the beasts dig under and I think pole-vault over the top to get to the goods; what is the best solution.

bury the bottom 6 inches of your fence in the ground. This will deter all but the heartiest of them. (of course it will give the pole vaulters a lower bar to go over)
Do yu have a dog? Walk them through your garden until they urinate. If you don't own one, get a neighbor to walk theirs. I lived in a very rural neighborhopd with lots of woodchucks. My dog had free reign of the garden and I never had a problem. And she never wrecked a plant!
