Looking for small fill-in perennial?
Question:What perennial grass or flower would work well in a 3' circular yard space? Tried pampas grass and it was far too tall. I would love a perennial, not an annual, set it in and forget it. Morning sun, evening shade area. Surrounding soil is filled with small river rock.

I'm into blue flowers, so I would suggest a perennial called Scabiosa[butterfly blue] the common name is Pincushion Flower. Try to find a good greenhouse grower or retailer, I have issues with the walmart and home depot and grocery store plants. I grow for a living and I am always checking out the other guy's plant's.
Try ajuga! It's a low ground cover and would work well in your area.

I have mostly perennials in my flowerbeds. I love short things like hen and chicks or dianthianus. Hen and chicks require absolutely no care. Dianthianus require minimal care. Other options are bleeding hearts, lavender, mums, etc. Sometimes just shopping and asking questions of other shoppers who look like they know what they're doing!!
Look into a Columbine Flower Plant. Flower is very interesting with the spurs on the back, and should fill the space nicely.
Phlox comes in several colors and will fill in among your other plants. Its also pretty, spring blooming and grows close to the ground

I have found that Artemisia, "Silver Mound", is a beautiful filler perennial. It spreads out instead of growing tall. It looks like a small, beautiful, silver, mossy bush. It fills in wonderfully. If your looking for more of a stalky plant try the Hosta. Again it spreads out and doesn't get too tall (at least from what i've seen thus far). If your looking for some flowers to put in the bed as well, I think snapdragons are gorgeous and would look lovely with either of the fillers. And they are also perennials. If you want a ground cover, but not necessarily a bloom, sedum is very good, there are a number of kinds. Coral bells are nice in spring and leave a nice ground cover.You might want to consider where you are going to plant it, some plants need full sun others can grow in partial shade.
I would use a variegated Hosta, they come in a variety of colors.
there is a perennial plant called a Red Hot Poker. I love this plant. The leaves look like a daylilly- kinda spikey. It produces several taller stalks that have a red/yellow poker shaped flower. It is very unique- see pict below
