It could be done.if the Fertilizer had sufficient Orange peel.Cayenne Pepper...Black Pepper and peppermint oils in it..but I would assume the deterrent power would quickly dwindle due to the break down of the fertilizer..oh BTW...those listed above really only work on Cats and Dogs.

Are you asking because you saw one that claimed this ...or you want to develop one that does this?
