Answers:
Late August before the first frost.
yes about right
When your first blooms start dying off then you can dig I usually wait until all of them die to make larger "spuds"
How can you stand to wait?
Last week I ate the first plant of "Duke of York" and the flowers had barely opened. They were about the size of hens eggs (some a bit bigger) and delicious - I had them with butter and chives. YUM
The best part of growing potato's is the bit where you (carefully) dig into the side of the biggest plant to see how big your tubers are!
You don't say which variety you are growing but any type is going to taste fantastic fresh out the ground with the skins just slipping off.
My "Desire" and "King Edwards" are flowering away nicely and will be left longer for the skins to set (so I can store some) but if I run out of new potato's they may get sacrificed on the alter of summer dining!
NOW i pulled my first spuds ever two weeks ago i took the biggest and replanted the very smallest and i pulled them again yesterday and had some more
