This is my first banana tree. Are the old leaves supposed to die when new ones come up.?

Question:Now it,s about 1' ft 7'' in. It is going to get 15'' ft tall when fully grown.

Answers:
Yes they are supposed to die off for the new to start.
Just leave them & they will fall off by themselves. When this tree has finished it's lifecycle it will die off (cut it out) then you will need to look after the sucker that has come up at its base. This is the new banana tree.

yes- old leaves die and hang down from the stem before they eventually fall. you can remove them if they are unsightly, but in areas which have cold (frosty) nights then leave them because they protect the shoot tip from frost damage.
That´s normal, you can use them before they dry completely to wrap food, they are great preservers and give food a great flavor, just cut them with scissors in square forms to make it easier...
