This is my favorite website for when I need information on things for my garden. http://www.gardenersnet.com/vegetable/ca...

When planting in hills, sow four to six seeds per hill and space the hills four to six feet apart. Sow 1/2 to 1 inch deep. After germination, thin and keep the three or four healthiest plants. Row spacing should be five to six feet. The more compact "bush" types may tolerate closer spacing.

Well, I tried doing that a few times and somehow, every single time I gave up and took what I thought was all the seeds, and it would grow. The one thing I know is that they gulf down water like a sponge. It seems that the more water, ther more chance they grow. It think it takes around, what, five days to bloom? See if you can find a green thing growing sort of deep in the soil.
Plant them earlier. Also, make sure you put them in a very sunny spot. They love the sun.
I did what you did last summer and got some actual blooms but I had planted them too late, so nothing else happened.
let them dry before you plant. Plant 1 inch deep only in good soil. Water light to medium 2 1/2 days after planting
