I live in Maine (Zone 4) and I'm looking for a ground cover plant or grass that covers a 3' x12' space.
Question:I also need it to be able to tolerate our winters and come back the next year. Does anyone have any suggestions? Thx

Periwinkle is a popular choice with beautiful purple flowers but can sometimes get out of hand if not trimmed routinely. Creeping Jenny is another good choice and is more trainable to smaller spaces. English Ivy is more resistant to your winters but will have the tentancy to climb walls rather than trail the ground. There's a plant called Clematis recta (Ground Clematis). It's like Creeping Jenny; grows along the ground if not supported upwards. 'Flore-plena' has double white flowers; 'Grandiflora' has large single white flowers; 'Purpurea' the new stems and leaves are purple that fades to dark green as the foliage grows. This is hardier than your zone (3-8) and the flowers are spring blooming. Hope that this helps :)
Periwinkle is hardy, and it has pretty blue flowers.
there are lots of possibilities but your neighbors lawns are the best source of information, because they would likely have the same soil conditions. if you just wanted grass, a bag of seed formulated for your zone can be found at most local hardware or home improvemnt stores.

Also ... you might consider Hosta. There is a HUGE variety in color, leaf shape, and size or you could mix and match some to fill in nicely a space of 3' x 12'.

Ivy (Hedera helix) is an excellent groundcover that returns year after year (perennial) and is hardy in Maine. I see it everywhere here in Michigan. It comes in several varieties including silvery-leaved.
Another great ground cover hardy in your area is shrub roses. Comes back every winter AND has beautiful flowers for bringing indoors, how can you top that?
sweet woodruff is a great ground cover it's low growing about 4-5 inches high the leaves are kinda round and it blooms little white flowers it is zone 4 I have it around my trees (montana zone 4) and another favorite is dead nettle another low growing except it comes in a variety of colors usually 2 toned and then it blooms to but the bloom color depends on the color of the plant I have atleast 5 variety's of this and i have atleast 15 plants in my yard these are two of my favorites good luck!
