Do you live near a really good nursery?

If so, you should be able to bring in some soil samples (to check acidity and nutrient levels) and a few leaves and from there they can help deciding what the problem is.

Maybe you should also do a little search on your tree and find out what kind of fertilizer they like and compare it to what you're using now (if anything). If you haven't been fertilizing at all, it's not the end of the world, but it could be part of the problem. Find out the necessary balance of Nitrogen, etc so you can get the proper brand for fertilizing.

And note... that fertilizing usually needs to be done in early spring to have the wished for effect. So you might as well just follow a bit of the stuff i described above and get yourself ready so you can have blooms next year.

might be a gender issue, not sure with that species. good luck!
Still a little early in the season for Dogwoods to bloom. If you have a good nursey by you, you can bring in a soil sample. But I would not worry yet, mine and my neighbors have not bloomed either. Usually July we start to see the flowers.
