Basically, soak the seeds for a few hours in warm, not hot, water and place on some damp sterile soil, then barely cover with more damp soil. wait days.
Citrus need warmth to germinate, so keep at room temperature (72ish F) or place outside in the summer, making sure soil remains damp. Do not let seeds dry out. When the seed leaves poke out through the top of the soil back off on watering so soil remains just barely damp.
Citrus can be grown indoors but likely will not get enough sunshine to blossom and fruit unless you put outdoors during warm weather and bring indoors before frosts set in.

Put the pip in a flower pot of compost and leave it on a bright lit window cill. Water occasionally and don't let it dry out. Treat as an indoor plant in the UK
It will grow easily, you need to use some suitable feed for citrus. And keep bugs off the leaves.
It will not fruit though, so buy a fruiting tree in the firstplace.

My little girl has grown a few and a lemon tree. She just pushed the pip int a pot that contained another plant. Within weeks it had shoots and we repotted it. Had them for about 4 years now, never had any fruit yet though.

An orange tree grown in this fashion is most likely not going to have fruit you'll want to eat. Edible oranges always come from grafted root stock.
If you plant a Seville orange pip it will come true IE you will get another Seville orange. Otherwise you will end up with a orange tree that may not fruit for many years if ever.
