How do you get rid or prevent cutworms in the garden?

I have used strips of heavy paper (like 3"x5" card stock) about 2" wide. Make a ring out of the strips just big enough to slip down over the young seedlings. Press the ring just deep enough into the soil to prevent the cutworms from crawling under the ring. It's not fool-proof, but it will save most of your plants.

you can get rid of cutworms by using contact pesticide if it is army cutworms you have to spray early in the morning, you can prevent or minimize the infestation by having a clean garden or farm get rid of weeds surrounding your farm or garden
put newspapers around base or tender plants, that way they can't cut thru, newspapers will become mulch
Not sure how to get rid of them in the whole garden, although some Sevin Powder could do the trick. When I plant my tomato plants I always cut the bottom out of a large butter bowl(like Country Crock)and place it on the hole and then place the new plant inside the bowl & fill with dirt. My mother always did this, she said the cutworms would not go under or over to get to the tomato roots or stem & it has always worked for me. Hope this helps.
When I plant my garden I always stick a straw size stick in the ground as close to the stock of the plant as I can get it. This makes it too hard for the worm to wrap around the tender plant and the stick is too hard for them to cut through. Then, later on I put SEVIN dust on my plants as they get bigger. And I have never had problems with cutworms.
