It depends where you are. Are you in UK or USA? What's your climate like? What's your soil like?
I have a very dry garden but I live in a generally wet, cool climate. But it's dry because of the Laylandii tress, which suck up all moisture and it's on a steep slope so the water just runs off before soaking in. The tree's make the soil acid, so that has to be taken into consideration too. If you can answer these questions I may be able to offer some suggestions.
Use succulents, this type of plant stores water and works great in dry gardens. they also help you conserve water because they don't need to be watered as often and they're low maintenance. here's a link so you can identify them.

Sedum species. This is a big group of drought tolerant perennials. Some get 2" tall; some get 18" tall. Full sun.
Poker plant (kniphofia species). This is perennial that shoots up 3' spikes that look like a burning poker. Full sun.
Portulaca. This annual loves the heat.
Daphne Odora. A small shrub that blooms in January or February. Don't bury too deep, and don't try to move it again. Fills the garden with the smell of Fruity Pebbles cereal.

Also Lowes and Home Depot sell a great plant book for $1.00. Sometimes you may have to look in the greenhouse to find it or out in the garden center. I have never seen it in the book section. It is great because it only list plants that are often sold by them.
You're not very specific. Dry as in desert or prairie? There are all kinds of tough prairie plants and grasses,as well as cacti, sedums and other succulents.

False indigo, coneflowers, sunflowers, yucca, lamb's ear, yarrow, and artemesia are all drought tolerant choices.
